Haddam P&Z to Vote on Building Moratorium Within Gateway Conservation Zone

The Town of Haddam PZC will hold a public hearing on January 4, 2017 to engage in a building moratorium for properties that are zoned commercial that are also located in the Gateway Conservation District. The moratorium would put on hold any applications for new development 1,000 s.f. or greater that are located in the commercial and the Gateway Zone.  The moratorium does not affect residentially zoned properties.  The moratorium is intended for new development in excess of 1,000 s.f. and is not intended to effect small additions, reuse of existing commercial space or fit outs of existing tenant space. Most of the area under consideration is located along Bridge Road and areas of Saybrook Road between the property known as The Saybrook at Haddam and Dudley Clark Road. The two exceptions are the commercial area around Island Dock Road, known as Halls Equipment, and the Midway Marina on Haddam Dock Road which are also in the moratorium area. The purpose of the 90 day moratorium is to implement Village District Regulations for the area known as Tylerville.  Recent events such as the adoption of the 2018 POCD, the consent order with DEEP to extend the public water main from Chester to Tylerville, sidewalk design along the south side of Bridge Road and proposed work on the Swing Bridge in 2019 make this the right time to focus on appropriate design and scale for this area. The PZC expects that new regulations will be in effect by early March, in time for the spring building season.
