Special Town Meeting January 26, 2017

A special Town Meeting was held Thursday, Jan. 26 at the Firehouse in Higganum. The meeting was called to order at 6:32 p.m. The Pledge of Allegiance was recited. About two dozen residents were in attendance. Tony Giamei was nominated to moderate the meeting. Ann Riebold, Assistant Town Clerk, read the call to the meeting: (which has also been previously published on and All electors and citizens qualified to vote at Town Meetings of the Town of Haddam, Connecticut are hereby warned and notified that there will be a Special Town Meeting on January 26, 2017 at 6:30 pm at the Fire House, 439 Saybrook Road, Higganum Connecticut, for the following purposes: 1. To elect a moderator. 2. To consider and discuss and vote and reappoint the members of the Haddam/Killingworth Recreation Authority for one year beginning July 1, 2016 – June 30, 2017. 3. To consider and discuss and vote to accept Brookes Court as a Town Road. 4. To consider and discuss and vote to approve the acquisition of property and permanent easements from Bruce S. Mazzotta on Park Road and Park Road Extension; from Richard J. & Patricia Pytlik on Park Road and Park Road Extension; and a drainage easement from Harold H. & Robin M. Stohlts on Old Turnpike Road, all related to improvements to Park Road. 5. To consider and discuss and vote to approve the acquisition of property of Adele & Edward Vanelyk, located at South and Southwest of the Street line of Little City Road & the Corner of Schuler Road, for the purpose of Correcting the survey map. The full text of the foregoing authorizing resolutions, the contracts and other documents related to the foregoing acquisitions and more detailed descriptions of the subject properties are on file and open to inspection at the office of the Town Clerk, Town Hall, Haddam, Connecticut for the use or inspection of any interested person. Dated in Haddam, Connecticut this 19th day of January. Board of Selectmen: Lizz Milardo, Robert Duval, Sean Donlan. The call was accepted. Giamei noted that the name Vynalek is misspelled in the legal notice. Correction (Vanelyk to Vynalek) applied; the modified call was accepted.

H-K Recreation Authority: David Fleig is new Chairman. Jason Lonergan is new Vice Chair. Mary Alice Hughes is new Secretary. Lisa Wiese and Tony Sledzik were re-appointed. Names were accepted as
read. Voice vote passed the item.

To make Brookes Court a Town Road: One resident asked how wide and long is the road. Jeff Jacobson, the Town Engineer, said less than 1,000 feet – a standard town road. A resident asked where Brookes Court is located. First Selectman Milardo responded that it is located behind Whole Harmony, past The Saybrook. Voice vote passed the item.

Easements for Park Road were accepted by voice vote.

Correcting the survey map with respect to item #5 in the legal call: discussion ensued regarding a brief context for the correction in question. Bob McGarry explained that in 1965, the property was purchased by a resident. Around 1995, Little City Road was widened by the Town. Recently, this area was re-surveyed. The survey revealed that Haddam had changed the property line in 1995 when it widened Little City Road. As McGarry explained it, a correction to the survey map will resolve question of property ownership along a narrow slice of land along the whole length of the frontage of Little City Road. The Vynaleks are yielding claim of the narrow slice of land to the Town. Melissa Schlag inquired whether this matter had been seen by the Planning and Zoning Commission first. First Selectman Milardo responded that it was announced with the Land Use Office and that Town Planner, Liz Glidden, is in agreement with it. A voice vote approved the Town accepting the strip of land from Vynalek.
